Fourth and King Street Railyards Study

The Planning Department has received funding from the San Francisco County Transportation Authority to produce a study of air-rights development over the 4th/King railyards, including explorations of the potential economic feasibility and revenue potential for such development. This high-level feasiblity study will produce a report on physical opportunities and constraints to development on the site, and a report on potential site plans including an economic feasiblity assessment.

This study is intended to be a launching point to inform future detailed analysis that can take place once the ultimate configuration of the railyards is more certain. Caltrain and the California High Speed Rail Authority are currently engaged in planning for the implementation of High Speed Rail service on the Peninsula and into San Francicsco, including the addition of High Speed Rail service to the 4th/King site, with a Draft Environmental Impact Report for the San Jose-to-San Francisco segment expected sometime in 2011. As such, this development study will involve a initial analysis based on information known to date about the future configuration of the railyards, which will be continually evolving for the next year or more.

A portion of the railyards are within the Mission Bay Redevelopment Area and the railyards abut three other planning areas – East Soma, West Soma, and Showplace Square/Potrero.

Project Schedule and Process

A consultant team, led by AECOM, was selected to assist in this effort. This project will kick off in the second half of 2010 and is expected to take 12 months. There will be opportunity for the public to provide feedback on the study. Please check back soon for a list of upcoming events and feedback opportunities.
